The notice pointed out that the food safety supervision departments at all levels must supervise and inspect the procurement, sales, and use of wine and liquor in various types of food service units, especially small food shops, bars, etc., and strictly inspect the food service units to implement the business entities. Responsibility, strictly enforce the implementation of the cable verification and purchase inspection system, and prevent the catering service providers from the sources of procurement, sales and use, the expiration date, and the fake and inferior wine and liquor.

The notification requires that all levels of food service food safety supervision departments should maintain close contact with the health, quality inspection, industry and commerce departments, and commerce departments. In case of violations of laws and regulations that are found in other aspects of supervision and inspection, they must promptly supervise the local government and superior food and drug administration. The department reports and informs relevant departments of information; the information clues reported to other departments must be immediately investigated and dealt with. All localities must unblock information reporting channels to ensure timely and accurate information submission. Important information must be submitted at any time. For information on declaring, delaying, and misrepresenting, it is necessary to investigate the responsibility of the person responsible in accordance with law.

According to the notification, the food safety supervision departments of catering services around the country must promptly deploy various types of catering service units to carry out self-examination in a comprehensive manner, supervise catering service units to implement the requirements of the first responsible person, and earnestly carry out supervision and inspection in accordance with the principle of territorial management. During the inspection, it was found that the sources of wines and liquors purchased, sold or used by catering service units were of unknown origin or exceeded the shelf life, or that the purchase, sale and use of counterfeit wines and liquors were strictly followed in accordance with relevant regulations, and warnings, fines, and confiscation items were given depending on the circumstances. Confiscation of illegal income, suspension of rectification, revocation of permits and other penalties. Alleged crimes must be promptly transferred to the judicial department.
