The guideline stipulates that small food production and processing workshops shall implement production approval, and small workshop owners must obtain a production approval certificate before they can engage in small workshop processing and production; strictly prohibit the production of high-risk foods and industrialized foods in small workshops and restrict the production of small workshop products. The scope of sales stipulates that the food produced and processed by small workshops shall not enter the canteens and chain supermarkets, shopping malls and other food centralized trading markets; it shall refine the food inspection system of outreach, and clarify that the food produced by small workshops shall be tested at least once every six months. Foods sold for the first time shall be subject to inspection, and foods that have not been inspected or unqualified shall not be sold in the market.

This guideline established a food traceability system for the production and processing of small workshops, established a system for purchase inspection, purchase records, use of ledgers, inspection, cleaning, food labelling, sales records, etc., requiring small workshops and production processors to establish food raw materials. , food additives, food related products purchase inspection record system, truthfully record the name of food ingredients, food additives, food-related products, specifications, quantity, supplier name and contact information, purchase date, etc., the relevant record retention period shall not be less than 2 years; For the use of food additives, it should also establish a record system for the use of food additives. The food additives used must meet the national food additive use regulations. It is forbidden to use food additives in foods in excess or in excess. For the sales of food products, the product name, specifications, quantity, production date, production batch number, warranty period, sales target, sales date, etc. shall be accurately recorded, and the relevant record retention period shall not be less than 2 years.
