Recently, the State Food and Drug Administration issued the "Opinions on Deepening the Innovation of Drug Review, Examination, Approval and Reform to Further Encourage Innovation," to encourage children's drug research and development to address the current situation of children's lack of drugs on the market.
The Opinion focuses on encouraging clinically valuable innovative drugs and clinically applicable generic drugs as well as priority review of children's medicines. Children's special dosage forms and specifications will be encouraged to develop and apply for accredited applications for registrations that are based on adequate subject matter and support clinical trial data. The drug administration department will work with relevant departments to study comprehensive measures to encourage children's drug development in terms of tendering, pricing, and medical insurance. The "Opinions" also require improving the relevant systems for children's drug administration, improving children's clinical drug use standards, and encouraging enterprises to actively improve information on children's drug use in the instructions. At the same time, the monitoring and re-evaluation of adverse drug reactions in children should be strengthened, publicity on children's drug safety should be increased, and children's knowledge of drug use should be actively disseminated to doctors and parents of children.
Wang Lifeng, director of the Department of Drug Registration of the State Food and Drug Administration, introduced that children's medicines are not varieties, but specifications and preparations. Because children's medication is different from adult medicine, it has its own particularities. Adults are tolerant, but it is more difficult for children to drink medicines. When making medicines, they must be made into fruity, sweet, syrupy, etc., so that medicines can be delivered more easily. Children's organs are not mature and their metabolism is slower than that of adults. Children should also consider such factors in their medications. The National Food and Drug Administration encourages enterprises to develop medicines suitable for different stages of children on the basis of existing preparations, encourage clinical units to undertake research on children's medications, and promote the development of children's medications.
